About the Metro Vancouver Zero Emissions Innovation Centre
Seeded by a $21.7 million federal endowment, the Zero Emission Innovation Centre (ZEIC) is a purpose-built charitable organization dedicated to market transformation and enabling zero carbon communities and economies across the region and province. ZEIC is part of the Low Carbon Cities Canada (LC3) Network established by the Government of Canada and the Federation of Canadian Municipalities.
ZEIC’s vision is that, together, we enable a new era of climate action and innovation for an inclusive, prosperous, and healthy zero carbon future in our region by 2050. We advance urban climate solutions in the building, transportation, and renewable energy sectors through (1) partnerships and collaborations, (2) impact investment, (3) granting, and (4) education, training, and capacity-building.

ZEIC’s strategic directions align with provincial, regional, and local climate action plans. Our programs help communities make progress toward their 2030 emissions reduction targets. Equity, long-term affordability, community health and well-being, environmental protection, and economic development are integral to how we develop and deliver our climate action programs.
Working within a small, friendly, motivated, and interdisciplinary team, the Program Coordinator will contribute to the successful development and implementation of ZEIC’s programs focused on building decarbonization. The Program Coordinator assists with program planning, development, and delivery related to several program areas including: (1) Emissions Building Exchange (ZEBx), (2) Building2Electrification Coalition, (3) Retrofit Accelerator, (4) and Carbon Leadership Forum BC. As the Program Coordinator, you will have the ability to help shape a dynamic organization and its climate-action programming through collaborations, research, analysis, outreach and engagement, communications, and capacity-building initiatives. The position will support the management of third-party consultants and/or contractors. The position is for a three-year term with the possibility of extension subject to availability of program funding.
Key contacts and reporting relationships:
The position reports to ZEIC’s Director of Building Decarbonization. The position will contribute to both ZEIC initiatives and programs involving cross-functional project teams that may include other ZEIC staff, and/or external partners and contributors. In close collaboration with ZEIC’s Program Managers you will support diverse activities and engage with a range of organizations across sectors, including different levels of government, utilities, industry, non-profits, academia, community associations and various other agencies and collaborators.
Duties and responsibilities:
Stay abreast of current issues and opportunities related to climate action, with a particular focus on building decarbonization, retrofits, building electrification and embodied emissions;
Advance a holistic view of climate action that seeks innovative and pragmatic approaches to greenhouse gas emissions reductions and integrates multiple objectives in key areas such as climate adaptation and resilience, equity, public health, biodiversity, ecosystems health and protection, stewardship, transportation, land use planning and urban design, economic development, green jobs, and social enterprise, community-building, and reconciliation with Indigenous peoples;
Develop collaborations, partnerships and work cross-functionally with other ZEIC staff, external agencies, industry, academia and communities to develop and align planning, programs, research, policy development and other actions to support ZEIC in fulfilling its mandate;
Represent ZEIC at public events and in programs and initiatives with partners and collaborators;
Support the development and management of consultant contracts (including scopes of work, requests for proposals and contract execution), as needed, and develop and track progress and budgets;
Other duties, as required.
Key focus areas for position:
While general program engagement, development, coordination and delivery will be the main focal points for the position, we recognize that prospective candidates may have experience in some areas more than others. (1) Program research, development, analysis and implementation
Conduct engagement, research, benchmarking and analysis to inform and support program design, delivery, evaluation and adaptation;
Support the development of processes, criteria and metrics for prioritizing, evaluating and reporting on ZEIC programs, projects, outcomes and impact assessments;
Assist Program Managers with the planning, development, tracking and delivery of their climate action initiatives and programs and quarterly and annual reporting, as needed;
Support the planning and delivery of in-person and online events, including organization of venues and catering, managing invitations, event set-up, registration and take-down, and note taking, as needed;
Assist with setting up program implementation systems, documents and templates;
Assist with administrating grants related to building decarbonization programs, which may include establishing and supporting grant administration, grant review and selection processes, coordinating between grantor and grantees, tracking grant outcomes and producing grant reports; and
Develop compelling and attractive communications, promotional and engagement materials.
(2) Collaborations, partnerships and engagement
Working with the various building decarbonization program Director and Managers, undertake outreach and engagement to support relationship and partnership building and collaborative initiatives; and
Support staff capacity-building initiatives related to decarbonization of new buildings, retrofits, building electrification, embodied emissions, workforce development, among other emerging areas of need.
Education and experience
Degree in Planning, Environment, Resource Management, Engineering, Architecture, Business Planning, Social Sciences, or related field from a recognized post-secondary institution or relevant combination of education and experience; and Minimum of 1 year of experience in program management, event planning, grant making and/or outreach and engagement.
Knowledge, Skills and Abilities:
Experience providing program management support to inter-disciplinary project teams;
Knowledge of metrics, tracking, reporting, and evaluating program effectiveness;
Strong organizational, collaboration and teamwork skills;
Strong time-management skills to effectively deal with multiple tasks of moderate complexity and ability to work under pressure to meet deadlines;
Excellent in-person and virtual event planning, development, and delivery skills;
Excellent interpersonal skills (both written and verbal), including experience with preparing succinct and compelling reports and project materials;
Strong planning, research and analysis, and program design and management skills;
Strong knowledge and skill in using computer software such as Word, Excel, PowerPoint, MS Teams, Zoom, Miro or other online whiteboards and other programs to host engaging online events;
Knowledge and cultural awareness related to working with Indigenous communities would be an asset;
Experience engaging with a diverse spectrum of community members, organizations, and practitioners from diverse sectors including governments, non-profits, professional and trade groups such as architects, engineers, builders, tradespeople, developers, and industry associations;
Demonstrated capacity as a self-starter, quick-learner, and ability to work independently while functioning effectively in a team environment;
Experience developing contracts and managing consultants and/or contractors; and
Knowledge of and demonstrated commitment to addressing climate action with a passion for sustainability, climate mitigation and adaption, equity and reconciliation with Indigenous peoples.
