The City of Vancouver Council approved the Zero Emissions Building Plan in 2016, which sets a roadmap for new buildings to emit zero operational GHG emissions by 2030. The City is implementing the Plan by incrementally reducing the limits for GHG emissions in policies and regulations. This primer describes the requirements for large and complex buildings, classified under Part 3 of the British Columbia Building Code.
